Special Board Meeting

April 27, 2005

MINUTES

The Board of Directors of the New Mexico Gaming Control Board (Board) conducted a Special Board meeting at Gaming Control Board Headquarters, 6400 Uptown Blvd, Suite 100-E.  Chair Carla Lopez called the meeting to order at approximately 9:10 am, on Wednesday, April 27, 2005.  Due notice was published in accordance with the Gaming Control Act and the New Mexico Gaming Control Board Open Meetings Resolution and Chair Carla Lopez declared a quorum.    Present were:  David “Hossie” Sanchez, Carla Lopez, Tony Knott (by phone), and Don Dutton (by phone).  Interim    Executive Director Greg Saunders and General Counsel Frank Baca were also in attendance.   

1          Chair Carla Lopez noted the emergency meeting was to discuss administrative and enforcement actions. Commissioner Knott moved to go into closed executive session. Second: D. Dutton. Roll call: H. Sanchez, C. Lopez, T. Knott, D. Dutton.

2          On Wednesday, April 27, 2005 at approximately 9:30 a.m.., a motion was made to go back into open session:  C. Monroe. Second: D. Dutton. Roll Call: H. Sanchez, C. Lopez, T. Knott, D. Dutton.

3          Emergency Order Revoking Work Permit- Ahmad Mughni- Zia Park/Black Gold Casino (Hobbs), and Ruidoso Downs (Ruidoso). Mr. Blackburn and client Ahmad Mughni came forward; Mr. Blackburn requested clarification as to whether the license would be suspended or revoked. Chair clarified that the emergency order is to suspend the work permit, and not revoke it. Commissioner Knott moved to sustain the emergency order suspending the work permit. Second: D. Dutton. A roll call was taken and all voted in favor of the motion: H. Sanchez, C. Lopez, T. Knott, D. Dutton.

Mr. Blackburn came forward with procedural questions, and the Board referred him to the General Counsel.

4    Adjournment

Chair Carla Lopez entertained a motion to adjourn. Motion: H. Sanchez. Second: D. Dutton. Vote: 4-0.
